Why this is the answer

World War I began in Europe in 1914, and the United States stayed neutral at first. Germany's submarines attacked ships, including ships carrying American civilians, which turned U.S. opinion against Germany. In 1917 the United States entered the war on the side of the Allied Powers (England, France, Italy, and Russia) against the Central Powers (Germany, Austria-Hungary, the Ottoman Empire, and Bulgaria). Any of the three listed reasons is correct.
