2025 civics test · Question 13 of 128 · Principles of American Government

What is the rule of law?

In Chinese

Official answers

  • Everyone must follow the law.
  • Leaders must obey the law.
  • Government must obey the law.
  • No one is above the law.

Any one of these answers is accepted unless the question asks for more than one.

Why this is the answer

The rule of law means everyone must follow the law, including the President, other leaders and the government itself. No one is above the law. Laws are applied equally and fairly, so people are governed by clear rules rather than by the personal wishes of whoever holds power.
