Why this is the answer

The Constitution is the blueprint for the government. It forms the government, sets up its three parts (Congress, the President and the courts), and spells out what powers each part has and its limits. Through the Bill of Rights and later amendments, it also protects the rights of the people, such as freedom of speech and religion. Any one of these is a correct answer.
