What did the Emancipation Proclamation do?

In Chinese 《解放黑人奴隶宣言》起了什么作用?

Official answers

  • freed the slaves解放了奴隶
  • freed slaves in the Confederacy解放了南方邦联的奴隶
  • freed slaves in the Confederate states解放了南方邦联各州的奴隶
  • freed slaves in most Southern states解放了大多数南方州的奴隶

Any one of these answers is accepted unless the question asks for more than one.

Why this is the answer

President Lincoln issued the Emancipation Proclamation during the Civil War, in 1863. It declared that slaves in the Confederate states, which were the Southern states fighting against the Union, were free. That is why the answers say it freed slaves in the Confederacy or in most Southern states. Slavery was later ended throughout the whole country by the 13th Amendment.
