Why this is the answer

President Abraham Lincoln issued the Emancipation Proclamation during the Civil War, and it took effect on January 1, 1863. It declared enslaved people in the Confederate states, the Southern states fighting against the Union, to be free. Slavery was later ended everywhere in the country by the 13th Amendment. Any of the listed answers, such as freed the slaves, is correct.
