Official answers

  • Print paper money
  • Mint coins
  • Declare war宣战
  • Create an army
  • Make treaties
  • Set foreign policy

Any one of these answers is accepted unless the question asks for more than one.

Why this is the answer

The Constitution gives certain powers only to the national (federal) government, because they affect the whole country or its relations with other nations. Examples are printing paper money and minting coins, declaring war, creating an army, making treaties, and setting foreign policy. Having one national currency and one voice in foreign affairs keeps the country united.
