District of Columbia: not a state, no capital.

usa.gov/state-governments

Why this is the answer

Every state has a capital city where its state government, including the governor's office and the state legislature, is based. The answer depends on where you live, and a state's capital is often not its largest city, so learn your own state's capital (check your state's official sources). Residents of Washington, D.C. should say D.C. is not a state and has no capital; residents of U.S. territories should name the territory's capital.
